Links to Control Panel applets are made using either the Control Panel or ExecFile WinHelp macro. The setup is rather straight-forward in WinHelp since a macro was designed specifically to open Control Panel applets.
To create a WinHelp macro hotspot button to Control Panel applet, try this:
Open RoboHelp Classic.
Create, or open an existing troubleshooter topic.
Position your cursor in the appropriate location.
Choose Insert: Help Image.
Select Shortcut.bmp from the list of graphics.
Click the Action tab.
Under Action Type select Macro.
Click Wizard.
Select Program under Category.
Select Control Panel under Macro.
In Ctrl Panel Name type the applet file name (desk.cpl).
Type the Panel Name (Display).
Type the Tab
Number (3).

Click OK twice.
Compile
and Run.
