To create a link to a specific tab on one of the Control Panel applets, you need three pieces of information:
Applet file name
Display name of the applet in Control Panel
Tab to switch to
Applet File Name. Below
is a list of all the Control Panel applets found on a Windows 2000 machine.
Applets
end with the .cpl extension and are located under the Windows\System
or Winnt\System32 folder.
Applets are system commands that control the operating system.
Applet Displayed Name.
To discover the display name for the applet, open Control Panel and locate
the full name listed below. If
you want to adjust power settings, the applet display name below is Power Options (the applet file above is powercfg.cpl).

Note that system folders such as Fonts, Prints, Scheduled Tasks are
not run by applets.
Applet tabs. Tabs follow
a numbering system. The first tab is 0, the second tab is 1, and so on,
except that some applet tabs are added by other programs, so the numbering
system does not work all the time. For example, I have indicated the correct
tab numbers on four of the tabs of the Display Properties dialog below:

As you can see, the numbering is a bit odd. The numbers are out of
order because Windows 95 originally had only 4 tabs. The
Web and Effects tabs were added later on, and the tab numbers remain a
mystery to me.
