The procedures for opening PDF files from WebHelp differ in several ways from HTML Help:
First, PDFs open "inside" the browser window. When the PDF is launched from either Netscape or Internet Explorer, the Adobe Reader becomes part of the browser window and the content is displayed within the web browser.
Second, the PDF file must be added to the BAGGAGE
section in the Project Manager. The BAGGAGE section is used to add extra
graphic files to the project so the files will display properly. To add
a file to BAGGAGE, right click the BAGGAGE folder and choose New Baggage
File:

You can create a hyperlink or Shortcut button
to the PDF file but you must add the name of the PDF manually to the link
as below:

This creates the following line in TrueCode:
<a href="../Sample.pdf">Sample.PDF in Root Folder</a></p>
In the example above, sample.pdf was added to the "root"
or topmost level of the BAGGAGE section, and then the link was created
in a folder one level below. When the hyperlink is created, the filename
(sample.pdf) must be referenced to account for the location of the file.
RoboHelp has no mechanism for linking to PDFs directly, so you must manually
type the file name into the hyperlink dialog box.
